31. Cleveland Browns

The Browns head into 2016 with Robert Griffin III at the helm, which is a scary proposition indeed. The last we saw of Griffin was when he was leading Washington to a 2-5 record in 2014 and posting a 4-to-6 touchdown-to-interception ratio before succumbing to injury. After his magical rookie season, Griffin started just 20 of Washington's next 32 games, posting a 5-15 record and 20-to-18 touchdown-to-pick ratio along the way.

The Browns also selected Cody Kessler in the third round of this year's draft. Kessler appears to be one of the most pro-ready quarterbacks in the draft, and could play some snaps if the quarterback situation in front of him gets cloudy.

Given Griffin's past, the potential is certainly there for Cleveland to move up this list. However, the tremendous amount of question marks around their quarterback position entering 2016 makes it hard to move them any higher this season.
