Our algorithms see San Francisco struggling on defense again. Offensively, quarterback issues remain. Colin Kaepernick (-0.03) and Blaine Gabbert (-0.03) ranked 35th and 34th, respectively, among the 37 passers with at least 200 drop backs in 2015 in Passing NEP per drop back.
Chip Kelly has a promising track record for quarterbacks, so the quarterback situation could improve, but the rest of the question marks loom large.
