20. Oakland Raiders, -1.27 nERD

Last year, the Raiders graded out as the 19th-best offense and 22nd-best defense, per our metrics.

Despite his improvements by turning his Passing NEP from -40.94 in 2014 to 38.37 in 2015, Derek Carr ranked 24th in Passing NEP per drop back (0.06) among 37 passers with at least 200 drop backs. He was just 27th in Passing Success Rate, as well.

Latavius Murray handled 267 carries but lost the Raiders 18.06 points in expected scoring. Worse yet, only 34.46% of his carries led to positive NEP for the Raiders, the 210th-best mark among 215 backs with at least 250 carries in a season since 2000.

The offense, for all of its potential, still has questions to answer.
