Among all the wide receivers who were not invited to participate at the combine, Georgia State's Penny Hart has been, perhaps, the most frequently discussed omission.

At the Senior Bowl, Hart -- who recorded two seasons of 70-plus catches and 1,100 receiving yards in four years -- really stood out during the practice sessions, per reports. However, the production profile looks a bit weird because Hart had his best seasons during his first and third campaigns. Hart was hurt in Year 2 and saw his numbers drop in 2018 playing with a first-year quarterback who really brought down the offense.

If a receiver is going to make it at 5'8", 180 pounds, they need to offer something special. Hart isn't going to outmuscle many defenders on contested catches -- and is likely limited to playing in the slot -- but has the suddenness to make plays after the catch and has been given manufactured touches as a ball carrier. If Hart puts together an impressive pro day, he could prove to be a dynamic, movable weapon for sweeps, motions, and slot routes in 11 personnel.
