Billy Hamilton, Cincinnati Reds (OF)

One of baseball's most consistent base stealers, Billy Hamilton finished second behind Gordon in steals last year with 59. He's been rather consistent in this department over the last four seasons, too (59, 58, 57, and 56). If we look at his work on a cumulative basis since 2014, nobody has stolen more bags than Hamilton's 230 (Gordon has 212).

The problem here is that, while Hamilton gives you stolen bases, you don't get much else. He's a career .248/.298/.334 hitter who has never had an OPS+ above 85, so if you have him on your team, you are only doing so in order to fill up the stolen base category in a roto league. Let someone else draft him in points leagues, especially if he's going early in the fifth round at pick number 62, like his current ADP states.
