    After this week (the Patriot's bye), I don't see why you would ever use Newton again (besides a Brady injury). Decker would really help (he would easily be your second best WR) so I say go for it. You really don't have anything else to offer (unless you package Lloyd and Pierre Thomas or something), so I think trading Cam makes sense.
