David Phelps takes the mound twice this week. He makes a strong single game streamer and an okay two-start streamer as he makes road starts in Pittsburgh and New York at Citi Field.

The Pirates are a below average offense, posting numbers in the bottom third of baseball at PNC Park. Their .246 batting average is okay considering the slow start to the season that Pittsburgh had, but the teams does not take walks and hits a lot of groundballs. Their 1.19 groundball-to-fly ball ratio is second highest behind the Miami Marlins. Miami’s defense leads the Majors with a 99.0 fielding percentage, meaning that Phelps can trust his defenders as he continues to get more outs via grounders. His career .295 batting average on balls in play (BABIP) is slightly lower than the .304 that he has posted in seven starts this season. It is safe to say that the Phelps that we’ve seen to this point is what we’ll get, and that means streaming potential on a weekly basis.

The reason his start against the Mets is more than likely one to avoid centers around the Mets’ top-10 offense at home in 2015. The Mets are averaging a run every 7.8 at-bats despite a lower home run total (43.5 at-bat-to-home run ratio). They score runs and don’t allow many as the Mets' pitching staff sports a 2.76 home ERA. There’s a fair amount of risk starting a streaming on the road twice in one week, so unless a strong out by Phelps sways your opinion, get one strong outing on Monday and sit Phelps Sunday.
