In any of the scenarios that COULD happen with him (don't forget, he also has another hearing about that OVI in Carolina on the 25th I believe)...I think he's your keeper if he gets anything less than a full-year suspension. I would feel even more strongly about this if you are picking anywhere 1-5, which would in all likelihood guarantee you an Elite RB, making the keeping of Charles less important.
If he gets suspended for the entire year, and you are picking outside of 1-5, keep Charles. I'm not a fan of using a keeper pick on 1st rounders, but in a PPR league where you know you have no chance of getting him if you aren't drafting #1, #2, or #3 overall, I think it's a solid anchor to your team. He won't catch 70 passes again most likely, but he'll still be a monster.
If you don't want to use your 1st round pick on a keeper, I like Andre Johnson over Percy Harvin. Andre Johnson got a boatload of targets last year - as he does every year, so even if he's not scoring TDs, in a PPR league he's actually got a lot of potential to be productive. Harvin is undeniably the better value as a 15th rounder, and I think the argument that he's a flier at that point, and if he doesn't pan you, you're not out anything is valid...but at this point, the game is about giving yourself the best players, and Andre Johnson is a better PPR WR than Percy Harvin. And, you likely won't be able to get him in the 4th anyways, so you're still recouping a small amount of keeper value.
