A. Luck is on bye. My back-up QB is E. Manning. Should I drop E. Manning and add J. Flacco off of waivers?

I like Flacco better this week, but he has some tough matchups during the playoffs (i.e. if Luck does get injured and you need your backup). Eli has a tougher matchup this week, but faces both Washington and St Louis during the playoffs, which have both been kind to QBs. If you're already a lock for the playoffs, I'd keep Eli. If you're duking it out for a spot and need the week 10 upside, I'd go Flacco.
