One waiver move for the season left......

So somehow with my team i am #1 in my league but i have Mike Glennon and Kirk Cousisns as my qb with Trent Richardson as my #2 runningback (drafted adrian peterson round 1) with 1 waiver move left for the whole season, should i use this weeks waiver on a qb for ex C Palmer or should I reach for Tre Mason or D Robinson for maybe a trade option later...
Thoughts will great be appreciated!

QB: Glennon, Cousins
RB: Foster, T RIch, M. Asiata, C Hyde, A Peterson, A Blue
WR: R Cobb, A Robinson, James Jones, M Evans, M Wheaton, H Douglas
TE: T Kelce, E Ebron
K: M Bryant
Def: Chicago, Tampa

What are the rules - one waiver move a week? Only one left this season? Sounds to me like Palmer could do you some good, as Cousisns isn't even starting in Washington anymore.
