Washington Redskins defensive back Josh Norman will not start in Week 13's matchup against the Carolina Panthers.
According to interim head coach Bill Callahan, Norman will be available off the bench against Carolina.
In Week 13, Washington's defense will face a Panthers' offense rated 25th overall by numberFire's power rankings.
