This is encouraging news after head coach Ron Rivera expressed some doubt about Samuel's offseason availability back in March. Panthers beat writer Jourdan Rodrigue said the 2017 second-rounder was "moving around well" as he continues to rehab from a November operation that repaired a broken bone and ligament damage in his ankle.
