It's easy to remember Foles as bad, because his most recent season as a full-time starter (with the Rams) was a disaster, but in reality, he has actually been reasonably competent in his time in the NFL. Over the entirety of his career, he has averaged 0.04 Passing Net Expected Points (NEP) per drop back. For context, that would be good for 23rd among the 40 quarterbacks with at least 100 drop backs this season.
Foles is also priced at minimum-salary this week, meaning you really don't need much out of him to get a solid return on your investment.
He'll be up against a New York Giants defense that checks in as a bottom-10 pass D, per our schedule-adjusted metrics. With the Giants being the only team allowing at least 20 FanDuel points per game to opposing quarterbacks, Foles being "reasonably competent" is more than enough to give him big fantasy appeal while priced this low.
