Blake Bortles has done little in his career to inspire confidence in his team or fantasy players. He's inaccurate, slow, and often likes to make it easy on other teams by just giving them the ball.

He's finished every season of his career with a completion percentage between a 58.6% and 58.9%. You have to admire his consistent mediocrity. Or vomit. Or both.
After a poor start to the season in which he topped 13 points only once, he's actually been relatively decent from a fantasy perspective. In the past four weeks, he's thrown for at least 240 yards and a touchdown in each contest and hasn't finished below 14.5 DraftKings points. He now gets a fantastic matchup against the Cleveland Browns, who are giving up the 10th-most points per game to quarterbacks and rank 30th against the pass by our metrics.
He's surprisingly more of a cash-game consideration than a tournament play, though he's usable in both formats. If going the latter route, consider stacking him with tight end Marcedes Lewis, who has an excellent matchup against the Browns' 30th-ranked tight end defense.
