There's not a lot going on at the top-end of the pricing spectrum, and if you're paying up at the position, you're not going to be looking to maximize your floor -- which is better done with some of the cheaper options -- but to find some upside.

It can be easy to forget the kind of upside Matt Harvey offers, especially after his underwhelming 17-game campaign in 2016, but with his lowest strikeout rate over his first three seasons being a solid 24.9%, there's reason to look past the 18.9% he posted last year and focus a bit more on those career averages.

Our 2017 sample size is small, but the Philadelphia Phillies, Harvey's opponent, own the league's sixth-highest strikeout rate. They also had the league's fifth-highest strikeout rate against righties last season, making this a good spot to look for some of Harvey's upside to come back.
