Need Brady Replacement

We are only allowed so many moves in my league until it costs $5 per so streaming is not an option. Brady was my main QB and have Teddy as backup (its a keeper league too). What should be my waiver priority?

Available: Eli, Cutler or Palmer

Questioning whether Eli's "resurgence/renaissance" will be long lasting

In your case I would say Cutler. I picked Eli today, but my league does not have the number of moves restriction; I think Eli and his receivers are getting their act together.
