In need of a TE off the WW - Suggestions?

I need a TE to fill in/take over for Rudolph. J. Reed, H. Miller, O. Daniels, T. Kelce, D. Allen, and N. Paul are all available on the waiver wire. I am in need of someone for week 4. Any suggestions as to who might be the best pick-up?

kelce has been active all season. reed is injury prone. heath is consistently ben's fav target, but numbers are inconsistent. i may lean towards kelce.
