Close call, but I'd go with Eli. Arizona is a terrible D. Schaub will get some decent numbers - the Texans have enough weapons to keep the Steelers from locking them down. I just doubt he'll torch them for 350 yards and 3 TDs. The Cards could let Eli do that...
